Photojournalists are generally seen as professional photographers, who work for a company or media publication, to photograph people such as athletes, celebrities, politicians and even things such as world events. These photographs would be included in the publication to go alongside an article or interview. The style of the photos is generally meant to either tell a story about an event or person, or simply paint a photographic portrait of them that readers can see alongside an article. They are tasteful and created with full permission from the subject and full cooperation.
A Paparazzo is very different, in the way that rather than having the cooperation of the subject, they usually take photos without their knowledge and permission. This is what gives people a bad impression of them, along with the fact that some, if not most, paparazzi are usually invasive and can often be very rude to the people they are trying to photograph. The paparazzi get away with most behavior like this, because there are certain loopholes in the law, such as most photographs taken from a public area, even if they are of a private residence, are totally legal and only some action can be taken. Some states and countries restrict their activities by passing laws and curfews, and by staging events in which paparazzi are specifically not allowed to take photographs.
In the simplest terms, the general census of the public and famous people, is that paparazzi are nothing like photojournalists, and are looked down upon by most people.
